Annual Review
Our Global Review 2021 - 2022 is a brief summary of some of the highlights and activities being undertaken by Windle International and its country office members in 2021 and 2022.
Policies and Standards
As the International Secretariat, Windle International has in place a number of policy frameworks which cover key areas including HR, Safeguarding, Anti-Fraud and Whistleblowing. These set the international standard, and Windle members are required to use in developing customised policies in their respective jurisdictions.

The purpose of our Global Finance Policy and Procedures Manual is to set out the policies and requirements that provide a framework for the management of financial resources across Windle. These policies and procedures not only draw on our own experience, but they are also designed to be consistent with the requirements of the Generally Accepted Accounting Principles (GAAP).
It provides guidance to management and staff at all levels in Windle, as well as to auditors and other stakeholders. It describes the structure of financial management policies within which the rules and regulations of financial management, reporting, financial control and annual audit for each Windle entity are established.
The International Council and the CEO of Windle International, supported by the Executive Steering Forum (ESF) and the International Secretariat, as well as local Trustee Boards, have the responsibility to ensure that the financial affairs of Windle are conducted in a well-regulated and standardized environment. The manual provides an agreed policy framework but does not seek to describe all our internal rules or procedures and should be read in conjunction with the contracts or agreements entered into with our donors and implementing partners and the local Finance Manuals applicable to each Windle office.

The ultimate aim of procurement is to ensure that we add value to the achievement of our mission and provide support for refugees and communities affected by conflict and marginalisation.
This Procurement Policy and Procedures Manual is the global framework from which all Windle International members must draw their own policies. The overall objective of this document is to ensure that all Windle members undertake procurement activities to the highest possible standard and in a consistent manner (whilst also considering local/national laws and guidance).
This manual sets out specific controls to ensure fairness, integrity and transparency throughout the procurement process. It has the following broad objectives:
Clearly set out why efficient and transparent procurement processes are necessary
Specify various types of acceptable procurement methods
Indicate appropriate levels of transparency and efficiency through standards and guidelines
Formalise policies, processes and rules across Windle International members
Ensure appropriate documentation is created and maintained
Guarantee adherence to donor-specific procurement requirements Clearly set out why efficient and transparent procurement processes are necessary.

Windle International does not tolerate any form of bribery or corruption, either directly or indirectly. We conduct every business transaction with integrity, regardless of differing local customs or business practices, and comply with the applicable laws and regulations of each country in which we operate. Our Global Policy Framework sets out Windle International's commitment to compliance with these laws and provides information and guidance on how to recognize and address potential bribery and corruption issues.
We are committed to ensuring Anti-Bribery and Anti-Corruption compliance and the promotion of an ethical culture across the organization. Consistent with this commitment, the CEO, together with the Executive Directors hold ultimate responsibility for the implementation of this policy framework. The Windle International Council is responsible for reviewing it, to ensure its continuing effectiveness.
Safeguarding
At Windle International we envisage a world in which all children are protected from all forms of harm. The tragic reality is that children around the world still experience violence, abuse and exploitation, despite international treaties and national legislation for their protection.
The safety and wellbeing of all people across Windle’s operations is of the utmost importance. As members of the international humanitarian and education development community, we take our responsibility to those we support extremely seriously. As passionate advocates for fundamental human rights, we have dedicated measures in place that prevent the abuse of all people, particularly those who fall within our support systems, including women, children, and vulnerable people.
We are aware that the opportunities and services provided through our programmes can create a power differential between those who are employed by us and (potential) programme participants. We acknowledge that there is a risk for this power imbalance to be exploited. We have a comprehensive Global Safeguarding and Protection Framework which has been developed to ensure the maximum protection of programme participants across all countries of operation from exploitation, and to clarify the responsibilities of our staff, volunteers and visitors to the projects and the standards of behaviour expected from them.
